A strategic approach to health care, infrastructure and resource development, and capacity building, and the provision of essential drugs and their rational use in primary health care, especially for mothers, infants, and children, worked out at a conference convened jointly by WHO and UNICEF in Bamako, Mali, in 1987. Although originally the emphasis was on maternal, infant, and early child care, the goals broadened in response to changing needs, such as the impact of the HIV/AIDS epidemic.
