A power index devised by John F. Banzhaf III, a lawyer. In a seminal article entitled ‘Weighted Voting Doesn't Work’ (1965), he noted that the power of a bloc of votes to affect the outcome depends on whether the bloc's withdrawal from a coalition would turn it from a winner into a loser. The Banzhaf index, which examines all possible combinations of blocs, measures a bloc's influence on policy. The Shapley–Shubik index, which operates on permutations of blocs, measures a bloc's capacity to win spoils.
