Pope from 1914. Elected Pope shortly after the outbreak of the 1914–18 War, he protested against inhuman methods of warfare and made strenuous efforts to bring about peace. In 1917 he promulgated a new code of canon law (Codex Iuris Canonici) and in an apostolic letter of 1919 he urged missionary bishops to build up a native clergy.
