The greater brightness of a light flickering at about 10 hertz than the same light presented with steady luminance, the phenomenon being explained by the fact that there is more activity in retinal ganglion cells stimulated by light flickering below the critical flicker frequency than by light flickering above this frequency or by continuous light.
