‘The lion's roar on the turning of the wheel’. An important early discourse, number 26 in the Dīgha Nikāya, concerned with the notion of the cakravartin or Buddhist universal ruler. The discourse narrates a story showing how a society's prosperity or decline depends in large part on the policies adopted by the ruler.
