A review of patient-identifiable information chaired by Dame Fiona Caldicott, principal of Somerville College, Oxford, and commissioned by the Chief Medical Officer of England and Wales. The report, which was published in 1997, defined six key principles as to how confidential information should be managed within the National Health Service in the UK. These were: to justify the purpose for which patient-identifiable material is to be used; not to use patient identifiable information unless it is absolutely necessary; to use the minimum necessary patient-identifiable information; access to patient-identifiable information should be on a strict need-to-know basis; everyone with access to patient-identifiable information should be aware of their responsibilities; to understand and comply with the law.
