A voting procedure used to determine whether a new Usenet newsgroup should be created. During the voting period any participant in a Usenet newsgroup is allowed to vote for or against. If, at the end of the voting period, a potential newsgroup has 100 more votes for than against and has gained at least two thirds of the votes then it is created. Sometimes the term is abbreviated to CFV.
