(1937–1992) Thomas Owen Carlton was an expert in curriculum development in social work education as well as an author, an editor, and a scholar in health social work and social policy. Born in Quincy, Illinois, he received a PhD in social work from the University of Pennsylvania, a master's degree in social work from the University of Southern California, a master's degree in government from California State University, and a bachelor's degree in international relations from the University of California, Los Angeles. From 1961 to 1963 he served in the U.S. Peace Corps in the Philippines, where he met his future wife.
