A policy announced by President Carter in his State of the Union Address on 23 January 1980, which declared that ‘Gulf oil reserves were of vital interest to the US and the US would therefore be justified in preventing outside domination of the region by military intervention’. It formed the basis of Bush's response to the Kuwait crisis in the Gulf War 1991.
