Created in 2003 as part of the Success for All initiative, CEL's role is to support the development of leadership skills in the learning and skills sector, particularly in further education (FE) colleges, but also in work‐based learning provision, offender learning, and adult and community provision. The 2006 White Paper Further Education: Raising Skills, Improving Life Chances widened its remit to include the introduction of a mandatory qualification for principals of FE colleges, and a strategy for improving quality of provision in that sector. CEL is a national agency operating through a charitable trust.
