An individual appointed to perform a number of statutory functions under s 91 of the Police Act 1997. These responsibilities were extended by the Regulation of Investigatory Powers Act 2000 to cover oversight of pts II and III of that Act except where they relate to interception of communications and the intelligence services. The surveillance commissioners and the chief commissioner must have held high judicial office.
