Originally a gathering of anti‐Guomindang groups, not all of whom were Communists. It met for the first time on 21 September 1949 in order to draw up a Constitution for the People's Republic of China; the Constitution was proclaimed in 1954. Thereafter, it met at regular intervals, and served as a useful instrument for the Communist Party to integrate and size up the non‐Communist forces in the country.
