Establishments and units organized or authorized by the competent authorities to carry out operations intended to protect the civilian population against the dangers of hostilities or disasters and to help it to recover from the immediate effects of these. Arrangements for civil protection are now contained in the Civil Contingencies Act 2004. The Act introduces a broadly defined concept of emergency, which includes hostile attack by a foreign power, terrorist attacks, and events that threaten serious harm to human welfare or the environment. It requires local government, the emergency services, and various central government bodies to make plans and arrangements for coping with emergencies and provides for the Crown to exercise emergency powers.
