A civilian granted powers previously reserved to constables. The Police Reform Act 2002 enables chief constables to designate police authority employees to be Community Support Officers, Investigating Officers, Detention Officers, and Escort Officers. (Contractors not employed by the police authority may be designated Detention and Escort Officers.) Each role is granted certain powers, set out in sch 4 to the Act.
