A civilian granted powers previously reserved to constables. Section 38 of the Police Reform Act 2002 allows chief police officers to designate certain police powers to police authority employees who are not constables when employed as community support officers, investigating officers, detention officers, or escort officers. Detention officers and escort officers who are contractors may also be designated.
