A system to measure a spacecraft's changing three-dimensional position as it orbits another planet. Doppler measurements (of the increase or decrease of frequency caused by the vehicle's movement) are taken at ground stations widely separated on Earth. The differences in the two Doppler-shift readings will reveal the spacecraft's velocity and position as they change in space.
