Of workforce representation is a system of employee participation based both on representation through trade unions and through non-union worker representatives. The latter may be works councillors or other representatives with whom employers have a statutory obligation to inform and consult. Alternatively, they may be representatives elected or nominated within an employer-sponsored system of worker participation. According to the Workplace Employment Relations Survey 2004, in the UK, 2 per cent of workplaces and 7 per cent of employees are covered by dual channel systems of representation. The alternatives to a dual channel are to have a single channel, comprised solely of union or non-union representatives or to have no system of representation at all. The latter is the case for three-quarters of UK workplaces and nearly 50 per cent of employees.
