(1722–97), Maryland lawyer, author of Considerations on the Propriety of Imposing Taxes in the British Colonies (1765), opposing the Stamp Act on legal grounds. He lost his colonial popularity when, in a newspaper controversy with Charles Carroll (1773), he defended the exacting of fees by government officials.
