Bp. of Orléans from 1849. He became one of the foremost Catholic educationalists in France and he was active in securing for the Church the right, conceded in 1850, to conduct voluntary schools. At the First Vatican Council in 1870 he advised the minority to abstain from voting and to withdraw, but he accepted the decision of the Council.
