A government initiative started in 1997 to move towards the delivery of integrated services for young children and families within England. Existing provisions already encompassing high‐quality services for early years became designated early excellence centres and were used as models for research and dissemination across England. A parallel development in Sure Start centres alongside the Every Child Matters agenda has joined up these three initiatives and created the current children's centre model in England.
