A Commission appointed in 1904 to inquire into ‘breaches or neglect of the Law relating to the conduct of Divine Service’ in the C of E and to devise remedies. In 1906 it reported that the law was too narrow and that the machinery for discipline had broken down. One of its recommendations led to the proposed Prayer Book which was defeated in Parliament in 1927 and 1928 (See Common Prayer, Book of).
