An approach to the control of greenhouse gas emissions, under the Kyoto Protocol, that treats two or more emission sources as if they were one single source (the bubble). This allows flexibility in applying pollution control technologies to whichever source within the bubble offers the most cost‐effective pollution control options, while ensuring that the total amount of emissions within the bubble does not exceed environmental requirements.
