Are the proportions of employees from different groups (women, ethnic minorities, disabled, etc.) at various levels in the hierarchy that the organization is aiming to attain in order to make it more representative of its customers/client base or the local community. These targets are seen as long-term goals that can be achieved through an awareness of equal opportunities and positive action initiatives that encourage disadvantaged groups to apply for jobs and undertake training and skills to help them compete for promotion opportunities. Equal opportunity targets should not be confused with quotas. Whereas quotas are legal requirements imposed on the organization, targets are voluntarily set by the organization.
