The development of new towns or suburbs along routes, road or rail, radiating from the city centre, since planners see commuting as a fact of life which should be made as efficient as possible. Copenhagen, for example, has a finger plan: leisure areas are close to the urbanized areas, which are located along public transport axes (Østergård (2007) Ministry Env. + Plan09).
