A large number of users who suddenly appear on a network and then disappear. A good example of this was the large number of Web users who suddenly accessed the Web site holding the newly released Starr report which detailed President Clinton's indiscretions. Used in the same sense as flash flood. Flash crowds usually give rise to short-lived, severe response-time problems.
