A programme for 0–3‐year‐olds in Wales launched in 2006, targeted at families in some of the most disadvantaged areas, defined as those where over 45 per cent of children in local primary schools are entitled to free school meals. The range of services provided under the programme includes centre‐based childcare for all 2–3‐year‐olds on a part‐time basis, health visitor support, and programmes designed to improve parenting skills. Integrated centres provide a base for the professionals working in the programme and serve as information points for families. Flying Start targets the language and the cognitive, social, and emotional development of the children involved, as well as their physical health.
