A person looking after a foster child. Foster parenthood does not of itself confer parental responsibility and, unless legal steps are taken to acquire it, foster parents are in a similar position to any other social parent. Unlike other de facto carers, however, all foster parents are subject to legal controls. There is a distinction between private foster parents and local authority foster parents.
