A material or abstract structure that is the basis for a more complete entity. Thus, the foundations and supporting beams are the framework for a building; the skeleton is the framework for vertebrates, including humans; and the preamble and themes for successive clauses are the framework for a constitution, such as that of the World Health Organization, a treaty among nations, or legislation enacted by the elected officials of a democratic government.
