From 1762 to 1772 he was a clerk in the War Office, and became one of the four newly appointed councillors of the governor‐general of India in 1774. He left India in 1780 and assisted Burke in preparing the charges against Warren Hastings. Recent research confirms the long‐standing identification of Francis as Junius.
