As Hugh Rawson points out in his Dictionary of Euphemisms and Other Double-talk 1981, fragrant meat is what the Chinese call a ‘hot dog’—but in this case it is no sausage, but a real dog! The eating of dogs is an ancient Chinese tradition, but evidently a sufficient cause of embarrassment to give rise to this delicate circumlocution.
