Johann Peter Frank

A German physician (1745–1821) trained in Heidelberg and Strasburg, professor of medicine at Göttingen, Pavia, and the Allgemeines Krankenhaus in Vienna, he wrote a nine-volume treatise System Einer Vollständigen Medizinischen Polizey (A Complete System of Medical Policy, 1779–1827). This described the basic principles of personal hygiene and public sanitation that would protect the health of the populace. Frank emphasized the importance of laws and regulations in protecting and improving population health.
