During the 1990s people either possessed an email account by virtue of the fact that they worked for an organization that had the capability of administering this form of communication or they paid a fee to an Internet service provider. While this is still the case with the majority of email users, there are an increasing number who use free email services. The advance of Web technology has meant that it is quite easy to develop a site which offers free email. Such sites offer registration, email construction, and sending and receiving facilities. They usually make money via banner adverts or via other services such as the administration of mailing lists. The facilities that they offer tend to be less comprehensive than those offered by conventional email reader software.
