Schools judged by Ofsted to be failing schools, and which subsequently fail to meet their two‐year targets, may, as an alternative to permanent closure, be permitted a Fresh Start under a new name and a new head teacher. The Fresh Start schools programme was initiated in the academic year 1998/9. Despite initial positive publicity about ‘superheads’ achieving notable results in terms of pupil motivation and behaviour, the Fresh Start strategy was, in the longer term, judged by some heads to have raised unrealistic expectations of what could be achieved by a change of school leadership, particularly in those schools which drew their pupils from areas of social deprivation.
