The two holy places. Refers to the cities of Mecca and Medina in modern-day Saudi Arabia. The word haram also means “forbidden,” referring here both to the fact that non-Muslims are not permitted to enter them and to the role of the two cities as sanctuaries, so that bloodshed within them is prohibited.
