Is a migrant worker who is working in a host-country without the proper entitlement and authorization to do so. In many cases, illegal workers are illegal immigrants who have entered the host-country clandestinely. There are two aspects of illegal work that arise within the sphere of human resource management. First, illegal workers are often vulnerable workers and expose themselves to exploitative treatment by employers by virtue of their illegal status (see cocklepickers). Second, there are penalties for employers who employ illegal workers without checking their status. In the UK, the Asylum, Immigration and Nationality Act 2006 increased the criminal sanctions for the employment of illegal workers and introduced a set of civil penalties as well. [See guest worker.]
