In the 18th and early 19th centuries private Acts of Parliament established ‘improvement’ or ‘street’ commissioners in towns. These bodies used their powers of administration to perform many of the tasks of †local government. They are regarded as forerunners of municipal authorities. Their records, which include minute books, rate books, and building plans, should be sought in local record offices.
