Under the terms of the Education and Training (Scotland) Bill, ILAs were presented as a strategy to promote lifelong learning. Introduced in October 2000, they were designed to encourage people to invest in their own learning and development by registering through a card membership scheme. Account holders would receive a grant to encourage them to undertake a range of learning opportunities such as basic information technology skills, numeracy and communication, Standard and Higher grades, vocational qualifications, and part‐time higher education. The accounts were discontinued in December 2001.
