The pilot programme was launched by the Scottish Office in 1998 with the aim of promoting social inclusion and raising education standards by developing schools with increased support for vulnerable children. These schools were to be focused in disadvantaged areas and to undertake close liaison between community and social agencies as well as with parents. Full development of this policy began in 2002 with the aim that by 2007 all schools would be using an integrated community schooling approach to education.
