A government‐led programme aimed at school improvement, introduced as a pilot in 2002 and extended for wider use by local authorities and schools in 2004. The four key themes of the ISP relate to developing the school as a learning community, improving conditions for learning within the school, improving student progress and achievement, and raising standards of teaching and learning through a process of collaboration between the school and local authority involving an audit, target‐setting, implementation, and review. The initial pilot programme was focused on low‐attaining schools in thirteen local authorities.
