The term used by the United Nations High Commissioner for Refugees (UNHCR), the Institute of Medicine (IOM), and other agencies to describe persons who have been forcibly uprooted from their homes and habitat by violent armed conflict or by disasters, such as floods, earthquakes, or prolonged droughts, and remain within the borders of their own country. If they cross the border, they are designated as refugees.
