This taxonomic system allows for use of problem oriented medical records, instead of or as well as ICD diagnostic categories and is oriented to the kinds of problems encountered in physicians' offices in rich industrial nations such as the United States and Australia. The use of problems, rather than precise diagnostic categories, is both a strength in recognizing inability to identify many underlying disease processes encountered in primary care and a weakness in introducing many sources of inaccuracy and bias in analysis of the activity of physicians in primary care. Many of its rubrics are only marginally useful or irrelevant in primary care in developing countries.
