The Report of the Committee of Inquiry into the Teaching of English Language, chaired by Sir John Kingman. It failed to conclude, as some expected it to, that the teaching of English should place more emphasis on the formal rules of grammar. The Report did argue, however, that ‘the working of a democracy depends on the discriminating use of language on the part of all its people’.
