A forerunner of the National Literacy Strategy (NLS), and based on the premiss that, as advocated in the Bullock Report of 1975, all teachers, whatever their subject, should also see themselves as sharing the responsibility for helping pupils to develop English language skills across the curriculum, either directly or by modelling good practice. The introduction of the NLS in 1997 represented a formalizing of this approach. See also literacy hour.
