A Pakistan-based Islamic militant group active in armed struggle in Indian Kashmir. Founded by Hafiz Muhammad Saeed, an Ahl-i Hadith scholar and activist, in the mid-1990s; planned and conducted several deadly and suicidal missions in Kashmir, including an attack on the Red Fort in Delhi in December 2000. Was blamed for an attack on the Indian parliament in December 2001 and declared a terrorist organization by the U.S. State Department and banned by the Pakistan government that same month.
