The system used in the United Kingdom for regulation of localized atmospheric emissions by local government authorities rather than by the national government. This is used mainly as a form of local and, to a lesser extent, regional nuisance abatement. The system works well except when a pollution source downwind from a residential community evades regulation. In the United States and Canada, air shed management is a comparable system.
