The system that provides public health services to a specified community, distinguished by inclusion of personal health services such as maternal and child care, treatment for sexually transmitted diseases, home visits to identified vulnerable and high-risk groups, such as isolated infirm elderly people, by public health nurses, dietitians, etc., as necessary for health maintenance to enable people to remain in their own homes rather than move into an institutional setting. In the United States, the response to the Institute of Medicine's report The Future of Public Health (1988) has included redefinition of local public health services to include explicit statements about their capacity to provide 10 essential public health services.
