Paraguayan statesman, President of Paraguay (1844–62). His domestic policy, although authoritarian, promoted highway and railroad construction, reorganized the country's judicial system and its military, and attempted to strengthen the economy by creating government monopolies. He abandoned the isolationist foreign policy of his predecessor, but in the process involved his country in a series of disputes with the USA, the UK, Argentina, and Brazil.
