This was planned as a generic award covering achievement in a range of existing qualifications including General Certificate in Secondary Education, General National Vocational Qualifications, National Vocational Qualifications, and General Certificate of Education Advanced Levels, as well as citizenship and other broader interests. This qualification was proposed in the 2002 Green Paper 14–19: Extending Opportunities, Raising Standards as a new, overarching award. The intention was to encourage a breadth of curriculum across general, pre‐vocational and vocational routes, and to establish some measure of parity of esteem between these. Like similar proposals before it—for example, the General Education Diploma (1995)—it failed to find acceptance and remained simply a proposal.
