A set of skills and underlying theory, initially in literacy, language, and numeracy, and later with the addition of information communication technology, introduced by the Further Education National Training Organization in August 2003, and fully implemented as part of the National Standards for further education teacher training programmes from September 2004. The introduction of the core was part of a strategy to ensure that all qualified teachers in the learning and skills sector have the skills, knowledge, and understanding necessary to support their own learners' development of the communication and numeracy key skills.
