Drawn up to present the findings of the Munn Committee, which recommended a restructuring of the curriculum in Scotland to be followed in Standard 3 and Standard 4 to meet the needs of pupils of all abilities; the introduction of teaching and learning methods which reflected pupils' needs and circumstances; and the development of new courses which crossed traditional subject boundaries. Together with the Dunning Report, this document was the basis of the focus on equality of access to education in the Scottish education system after 1977.
